'Kwa Dubai' estate case bail hearing adjourned

The Gasabo Primary Court on Monday adjourned the bail hearing of five suspects involved in the case of the Urukumbuzi estate, commonly known as Kwa Dubai, based in Kinyinya.

The hearing will now take place on May 11.

The suspects in question are Jean Nsabimana, a businessman responsible for constructing the estate, the former Mayor of Gasabo, Stephen Rwamulangwa, former Vice Mayor, Raymond Chrétien Mberabahizi, former Director of One Stop Center, Jeanne d’Arc Nyirabihogo, and Gasabo district engineer, Jean-Baptiste Bizimana.

They all face charges related to the abuse of their functions.

The decision to postpone the hearing was made after Nsabimana informed the court that he was unprepared to be arraigned. He claimed that he had only become aware of the trial on the day of the hearing, May 8, at around 9 am.

The prosecution supported his request, citing the right of the accused, as per the law, to appear in court when adequately prepared for a hearing.

However, the co-accused and their lawyers opposed Nsabimana's request, stating that they were ready to proceed with the trial and that they had prior knowledge of the proceedings.

After considering the arguments from both parties, the judge decided to postpone the hearing.

The suspects were arrested in connection with the construction of substandard housing units in Kinyinya Sector, Gasabo District. The case has attracted significant attention due to the poor quality of the houses involved.
