President Paul Kagame has called for greater air connectivity and harmonised policies across Africa, saying that the continent cannot fully unlock its economic potential while remaining fragmented.

Speaking at the African Air Transport Convention and Expo in Lomé, Togo, on Monday, June 15, Kagame said harmonised regulations and movement of people are essential for driving trade, tourism, and investment across the continent.

"A single market works best when rules and standards are predictable and consistent across jurisdictions,” Kagame told delegates attending the continental aviation gathering.

He noted that institutions mandated to advance regional integration already exist and should be supported in their efforts to remove barriers that continue to limit movement and economic activity.

The President cited Rwanda’s decision to remove visa restrictions as an example of how openness can stimulate growth.

"In Rwanda, we removed this particular barrier because we wanted people to visit, connect and discover opportunities. And as we know, it is just the right thing to do,” he said.

"We saw stronger business activity, increased tourism, and expanded air links.”

Drawing on Rwanda’s experience, Kagame stressed that cooperation and openness remain critical ingredients for development across Africa.

"Experience, therefore, shows us that openness and cooperation are powerful drivers of development,” he said.

"No single region has unlocked its potential while remaining fragmented. Air connectivity opens immense opportunities and possibilities.”

The African Air Transport Convention and Expo, taking place from June 15 to 19, has brought together policymakers, regulators, airlines, airport operators, investors, aviation training institutions, aerospace manufacturers, and other industry stakeholders.

Held under the framework of the Single African Air Transport Market (SAATM) and the African Union’s Agenda 2063, the convention seeks to accelerate the growth and modernisation of Africa’s aviation sector while promoting investment and innovation to address infrastructure gaps.

The event is expected to advance discussions on building a more resilient, sustainable, and competitive air transport ecosystem capable of supporting Africa’s broader economic integration agenda.
