Districts of Rusizi, Karongi and Rubavu have been chosen as piloting districts to spearhead the campaign of transforming the region with standardized buildings.
The slow development of infrastructure which has now become a pressing issue came into the limelight during a consultative meeting with developmental partners held at the provincial headquarters yesterday.
"You should develop high-quality settlement plans and ensure that their implementation starts as soon as they are approved,” Paul Jabo, the Provincial Executive Secretary said during the meeting.
Mayors of the seven districts which comprise the Western Province blamed the slow rate of development in the province on lack of substantial funding.
Most of the district leaders claim that despite having well designed plans, the budget to implement the plans is far beyond their ability.
"Our plan has already been approved but we cannot implement it if we do not have external financial support,” Pierre Celestin, the mayor of Rubavu district which is considered to have the poorest settlement said.
