As part of yesterday’s celebrations marking the World Habitat Day, the Ministry of Infrastructure has announced its implementation of various initiatives, in a bid to manage the rapid urbanization which in turn has led to creation of improper settlements.

According to a statement from the Ministry, a raft of laws, policies and incentives are underway to govern planning and construction as well as encouraging private sector investment.

"To ensure well-planned development of both urban and rural settlements, laws governing urban planning and building, the National Housing Authority, Human Settlement and the National Urbanization Policy are set to be implemented.

"Regulations concerning, the National Construction Industry Policy, minimum standards and specifications for all aspects of construction for quality and safety of new buildings in the country will also be effected,” the statement adds in part.

According to the concept note, the soon-to-be created National Housing Authority will carry out inspections, approve plans, and have the power to enforce the regulations and other related laws and policies.

"Master plans for Kigali, Karongi and Rusizi towns have been completed and adopted; Rwamagana and Nyagatare have been completed but awaiting validation; and plans for Musanze and Rubavu are currently at the in the tendering process,” it reads.

The WHD falls on the first Monday of October every year with an objective of reminding people of their collective responsibility towards the future of the human habitat.
