"We have managed to get some of that money but we expect to get the total amount before November,” Bayingana said.

"We have had past editions of Tour de Rwanda but we expect this year’s edition to be up there. This year’s edition is an event on the International Cycling Union calendar so there is every reason to make it a success,” Bayingana continued.

Eleven foreign teams ranging from Cameroon, Ivory Coast, Kenya, Burundi, Uganda, Egypt, Morocco, Belgium, France, Holland and Italy.

Bayingana also confirmed that seven time tour de France winner Lance Armstrong will not grace the historic event as earlier communicated.

"He appreciated our invitation but he will not be coming because he will be very busy at the time.”
