Dear Editor,

It is my humble appeal to the NCHE to take a tough stance against the higher institutions of learning like the Kibungo University for Agriculture and Technology (UNATEK), Ruhengeri-based Education Institute (INES), Kigali Institute of Management (KIM), Rwanda Tourism University College (RTUC) and Ruli Nursing College, which are operating on a conditional provisional license.

These institutions have been operating for some time and the pioneer of some of these institutions are in their final year with barely four months to finish yet their fate is still unknown.

Let us face the facts, what will a finalist do after finishing with nothing to show? 

These institutions were allowed to admit students many years ago and have been doing so every year well knowing that they were licensed provisionary. 

NCHE please protect the public and save the situation otherwise your credibility is at stake.

One would expect an institution to be granted a provisional license with a timeframe to comply with the law governing higher institutions of learning and failure to do so would invite punitive measures.

I believe that NCHE was partly put in place to protect the public against moral hazard which arises because these institutions do not take the full consequences and responsibilities of its doings.

They therefore have tendencies to act less carefully than they alternately would, and leave students to hold some responsibility for the consequences of those actions. 

NCHE, the solution(s) lies in your action Words can not describe the pain of thinking that you are finalizing your studies in December, yet when you will be awarded a transcript or a certificate is still a myth.

For God’s sake NCHE come to the students rescue.  The sooner the better as justice delayed is justice denied.
