Rwanda's High Commissioner to India has called on Indian investors to tap into the business and investment opportunities created by the country's transformation since its liberation in 1994.

Amb. Jacqueline Mukangira made the call as Rwandans and friends of Rwanda in India gathered in New Delhi on Monday, July 6, to celebrate the 32nd anniversary of Liberation Day (Kwibohora32).

She said three decades of peace, stability and good governance have made Rwanda an attractive destination for global investment and urged Indian businesses to expand their footprint in the country.

"The liberation victory of July 4, 1994, marked a defining moment in restoring Rwanda&039;s sovereignty and laying the foundations for national reconstruction,” Mukangira said.

Addressing nearly 1,000 guests, the High Commissioner reflected on Rwanda's journey from a nation devastated by the 1994 Genocide against the Tutsi to one recognised for its stability, economic growth and good governance.

She said Rwanda’s transformation was built on the sacrifices of the men and women of the former Rwandan Patriotic Army (RPA), whose courage restored peace, unity and national dignity.

Mukangira also credited President Paul Kagame for leading the liberation struggle and guiding Rwanda's reconstruction and transformation in the three decades that followed.

Highlighting Rwanda’s progress since 1994, she pointed to achievements in economic development, security, good governance and social sectors, saying these gains have created a predictable and investor-friendly environment.

She encouraged Indian companies to explore investment opportunities across various sectors.

Mukangira also thanked Rwanda’s international partners, particularly India, for supporting the country's development journey.

She said bilateral cooperation has continued to deepen in education, ICT, trade, investment and defence, while reaffirming Rwanda's commitment to strengthening partnerships anchored in peace, justice and shared prosperity.

The celebration brought together guests including officials from the Indian government, members of the diplomatic corps, business leaders, scholars, media professionals, civil society representatives, friends of Rwanda and members of the Rwandan community in India.

Also in attendance was a delegation from Rwanda’s Ministry of Defence, which is in New Delhi for the second Rwanda-India Joint Defence Cooperation Committee.

India&039;s Minister of State for External Affairs and Textiles, Shri Pabitra Margherita, who attended the event commended Rwanda’s reconciliation efforts following the 1994 Genocide against the Tutsi.

He also praised the growing partnership between Rwanda and India.

The programme featured presentations by Indian investors Freddy Vinay and Saurabh Singhal, and Romit Shah, a friend of Rwanda, who highlighted the country’s favourable investment climate and growing business opportunities.

Singhal, who also heads Rwanda Chapter of the Diplomatic Club, said Rwanda's transformation over the past three decades has positioned it as a leading destination for investment and innovation on the continent.

"Rwanda has successfully positioned itself as a regional hub for trade, investment and innovation, offering opportunities that extend far beyond its borders,” he said.

Singhal said Rwanda's transparent institutions, strong digital governance and business-friendly policies have created an enabling environment for investors, citing Rwanda Development Board (RDB)’s One Stop Centre and Single Window Solution as examples of reforms that have made opening business easier.

"Despite its size, Rwanda has embraced an innovative mindset and invested significantly in education and healthcare, strengthening its human capital,” he said.

The ceremony also featured cultural performances by Rwandan students and an Indian cultural troupe from Haryana, celebrating the rich cultural heritage of both countries and the enduring friendship between Rwanda and India.
