Optic fiber network key to Smart Kigali

RE: “Give Kigali an integrated infrastructural planning body” (The New Times, April 23). Indeed, there must be proper coordination in planning for the infrastructure; one key crosscutting element the author forgot to mention is the much needed optic fiber network that is required to ensure that Smart Kigali City is truly a connected broadband city.
