Kagame's Chatham House speech was refreshing

I thank the President for the impressive speech he gave at Chatham House in London on October 21. Indeed it required a leader of President Kagame's caliber to successfully drive through those difficult days. Some foreigners need to know that dialogue and consensus is an important feature of a true democratic dispensation.
