MUSANZE — A delegation of Ugandan councillors has completed a two day study tour on Rwanda’s policies on governance and city management.

A group of 70 members including three councillors and technical officials from Lugazi and Mukono Town councils wound up their tour in Musanze district recently. Earlier they had been in Kigali City. During their visit they were interested in knowing ‘how the rule of law’ has been entrenched in the country.

Josea Serunjogi, the district engineer of Lugazi Town Council who led the delegation observed that the urban challenges including sanitation, traffic and crime have been well managed in Rwanda.

"Whereas the laws have been formulated by people for the people, they have not been accepted and respected in many parts of Africa. But Rwanda has been exemplary," Serunjogi said.

After observing the presentation of the goals set out in last year’s performance contracts of Musanze district, by the mayor Celestin Karabayinga, the visitors appreciated Rwanda’s local leadership for acting on the goals they commit to do in performance contracts.

During their tour of Kinigi sector, the councillors were interested in knowing how Rwandans had accepted to settle to the Local Government plan of villages (imidugudu). They were also interested in the governance system of how the cells and Gacaca justice system work.

Commenting on development, the visiting delegation said they were impressed with the level of involvement of Rwandan leaders in development activities.
