Police FC have completed the signing of Malian winger Keffa Tangara on a two-year contract as the club continues to strengthen its squad ahead of the 2026/27 season.
Tangara joins the law enforcers from Malian champions Djoliba AC, where he played a key role in the club's 2025/26 league title triumph.
Primarily a right winger, the 24-year-old recently arrived in Rwanda to finalize the move despite attracting interest from local rivals Rayon Sports.
Tangara made 37 appearances across all competitions for Djoliba last season, missing the matchday squad only once and starting 18 games. He scored seven goals and finished as the club's leading assist provider, playing a pivotal role in their championship-winning campaign.
His arrival is part of an ambitious recruitment drive by Police FC, who are also in advanced talks to sign Nigerian striker Victor Mbaoma. Cameroonian forward Moussa Limane has already joined from Coton Sport de Garoua, while three more foreign players are expected to complete moves to the club in the coming weeks.
Elsewhere, Etincelles FC have strengthened their midfield with the signing of Congolese playmaker Fabrice Koto from Étoile du Kivu on a two-year deal.
The creative midfielder, who operates mainly as a No. 10, previously featured for Nyuki FC and Virunga FC in the Democratic Republic of Congo.
Newly promoted Etoile de l'Est have also begun preparations for life in the top flight, confirming plans to recruit a new head coach and between 10 and 15 players. Pre-season training is expected to begin between July 15 and 20.
After replacing Unity SC among the promoted sides, the Eastern Province club is aiming to assemble a competitive squad before the Rwanda Premier League kicks off in September.
Meanwhile, Gorilla FC have appointed experienced André Mazimpaka as their new goalkeeping coach, replacing Thomas Higiro.
The former Rayon Sports and Police FC goalkeeper was unveiled on July 2 as Gorilla continue reshaping their technical team. The club has already reinforced its squad with the signings of Faradji Iddi, Issah Yakubu and Sunday Akang Inemesit ahead of the new campaign.
