Rwanda–Singapore Police cooperation delivers new graduates

Two Rwanda National Police officers have completed the Senior Officers Basic Course in Singapore under the Rwanda Police–Singapore Police bilateral cooperation agreement. The graduation ceremony took place on June 26.

The officers, Lawrence Manzi and Emmanuel Rusingizandekwe, graduated with the rank of Assistant Inspector of Police (AIP).

The ceremony was attended by Rwanda’s High Commissioner to Singapore, Innocent B. Muhizi, Rwandan diplomats in Singapore, and ACP Augustin Ntaganira, the Deputy Commandant and Chief Instructor at the National Police College.

Rwanda National Police and Singapore Police Force signed a Memorandum of Understanding in August 2022, establishing cooperation between the two institutions.

The agreement covers training and capacity building, the exchange of expertise, information sharing, and coordination in policing and security matters. It provides for cooperation in addressing transnational organised crime, including cybercrime, human trafficking, online child sexual exploitation, money laundering, and the illicit trade in arms and ammunition.

Since its signing, the agreement has facilitated the participation of Rwandan Police officers in training programmes in Singapore focused on professional and leadership development.
