The Directorate General of Immigration and Emigration has announced that the registration for electronic identity cards for foreigners, refugees, migrants and other non-Rwandan nationals is ongoing in Kigali for until February 15.

The registration exercise, which began February 7, targets foreign residents, refugees, asylum seekers, migrants, and stateless persons living in the capital.
Where to register?
The process involves identity verification, biometric capture, and photographs for the digital ID system.
Foreign residents can register at eight sector offices across Kigali: Rwezamenyo, Gitega, Nyakabanda, Kimihurura, Kacyiru, Kicukiro, Niboye, and Kagarama.
Registration is also available at the immigration headquarters at Kacyiru during working days from Monday to Friday.

Refugees and asylum seekers registered in Kigali must report to the Community Center in Gikondo.
What are the requirements?
Foreign residents must present a valid passport, current Rwandan residence permit, and a foreigner’s identity card if previously issued.
Refugees and asylum seekers need a refugee ID card, original proof of registration, temporary residence permit, and birth certificates for children.
Migrants and stateless persons require certification from the Executive Secretary of the Cell Office. Children under 16 must be accompanied by a parent or legal guardian.

Sector offices operate from 9am to 5pm, Tuesday through Sunday. Immigration headquarters accepts registrants during standard working hours, Monday through Friday. The eight-day registration period ends February 15, with no extension announced.
