President Paul Kagame has appointed Brig Gen Jean-Paul Nyirubutama as Deputy Senior Defence and Security Advisor in the Office of the President, and James Wizeye as Deputy Secretary General of the National Intelligence and Security Service (NISS), according to an official communique issued Thursday by the Office of the Prime Minister.
Nyirubutama, who has served as Deputy Secretary General of the NISS, will now serve as deputy to Gen (Rtd) James Kabarebe. Kabarebe was appointed Senior Defence and Security Advisor in the Office of the President on December 1, 2025.

Nyirubutama had been appointed Deputy Secretary General of NISS in September 2021.
His successor, Wizeye, has previously served as First Secretary of Rwanda's High Commissioner to the United Kingdom.
Wizeye will serve under Aimable Havugiyaremye, who was appointed as NISS Secretary General in June 2024.

These appointments come days after other defence-related changes. On January 24, Brig Gen Godfrey Gasana was appointed Presidential Pilot and Advisor to the Minister of Defence and the Chief of Defence Staff on Air Force matters.
Col Dan Gatsinzi was named Air Force Deputy Chief of Staff in charge of Operations, replacing Gasana.
