Rwanda Development Board (RDB), through its National Lottery and Gambling Commission (NLGC), has announced the immediate termination of Inzozi Lotto’s licence to operate the National Lottery, citing failure to meet contractual and regulatory obligations.

However, the decision, communicated on Thursday, October 2, meant that Inzozi Lotto (Carousel Ltd) will have to settle all pending claims.
"Players who hold outstanding winning claims are advised that Inzozi Lotto (Carousel Ltd) remains responsible for settling all valid claims,” the RDB said in the statement.
it added that this process will be supervised by the NLGC to ensure fairness and compliance.
The regulator said a competitive process to identify a new operator for the National Lottery will be launched in the coming days.
The selection process, officials said, will be guided by a framework that emphasizes transparency, accountability, and safeguarding the public interest.

The move follows recent regulatory actions by RDB in the gaming industry. Last month, the board suspended the gaming licence of Kings Bet Ltd, citing repeated violations of the law governing gaming activities and failure to adhere to directives issued by RDB.
The regulator reminded all gambling operators in Rwanda that they must strictly comply with applicable laws and regulations, warning that non-compliance will not be tolerated.
