The child’s mother, Francoise Muberarugo, said the incident happened during the heavy downpour and she could not hear the child screaming for help.
"I should have been the one, not my baby. We have monsters living amidst us, if I landed my hands on him he would never dream of doing it again,” she said while sobbing.
The Executive Secretary of the area, Grace Mukandoli condemned the incident and said the culprit will be brought to book.
"We don’t have any room for child molesters. He will be prosecuted. Child abuse and rape are intolerable,” she said.
Sources said a medical report was yet to be produced to provide sufficient grounds for prosecution.
