Kigali City decision on billboards will avert unsavoury messages
Editor,I totally support the City of Kigali (COK) decision to vet bill board content. Recently in Kampala, a group that calls itself “Uganda Cares” put up a billboard that read, “Cheating? Use a Condom. Cheated on? Get Tested”.
