New ministers, Deputy Ombudsman sworn into office

President Paul Kagame has advised the country’s leaders to work with dedication and involve citizens in resolving their problems.He made the remarks yesterday at the swearing-in ceremony of new ministers Johnston Busingye of Justice, Stella Ford Mugabo of Cabinet Affairs, and the new Deputy Ombudsman (Preventing and Fighting Corruption) Clement Musangabatware at the Parliamentary Building in Kimihurura.The new ministers were appointed in a recent mini-cabinet reshuffle with Busingye replacing Tharcisse Karugarama, and Mugabo replacing Protais Musoni.The President said there have always been challenges in the country, but he also explained that every challenge has a solution, as long as the leaders have the political will to deal with issues.“No matter the challenges we may be faced with, we know and have seen that there is always a solution. What matters is for leaders to have the time and the will to deal with the problems,” he said.He also thanked other members of Cabinet and other leaders for dedication in serving their country.“I thank you all for the great job and the way the country is still moving on towards prosperity,” he said.New leaders pledge cooperationThe newly sworn-in leaders pledged to respect the rights of every citizen, uphold unity of all Rwandans and serve with dedication.Busingye said he may not be fully aware of any specific challenges awaiting him in the new task, but he pledged to continue building the country’s justice system.“I have not been in the ministry; I have been at the East African Court of Justice. I would rather get into the ministry and see what is pending and continue to build our justice sector,” Busingye said in an interview shortly after he was sworn-in. “It (the justice sector) is a big sector that comprises of many institutions. What is necessary is to ensure that all our justice institutions meet their objectives.”Minister Mugabo told Saturday Times that she was “ready for the task”, which she sees as yet another responsibility that involves coordination at a higher level. She has been the Executive Secretary of the Public Sector Capacity Building Secretariat (PSCBS) since March 2010.Musangabatware said he is ready to cooperate with his new co-workers to ensure that he delivers on his task to curb injustice in the country.“What is important is to consult each other. Every job has both challenges and solutions,” said Musangabatware who has a long career in communications and public relations.
