Gacaca closes shopGacaca trials were officially ended with a ceremony at the Parliamentary Buildings in KimihururaPresident Paul Kagame, and other speakers at the event highly commended Gacaca judges and the community for making the local courts trials a success.The government established Gacaca courts to try suspects of the 1994 Genocide against the Tutsi. For the ten years it had been operational, it tried close to 2 million suspects.The event attracted international legal experts who witnessed testimonies from both former convicts and survivors.President Kagame spoke of the outstanding legacy of Gacaca courts saying they delivered beyond expectation.Kagame said the closure of the local courts was a celebration of the country’s greatest achievement to restore unity, trust and reconciliation.Germany commits another €1.2m for displaced Congolese Germany dedicated more1.2 million Euros for emergency supplies for displaced people and refugees from the Democratic Republic of the Congo.Part of the money will go to the World Food Programme. According to the German Foreign Affairs Ministry the money will be used to buy food for the Congolese refugees in Rwanda.The money will also be used to buy blankets, kitchen utensils and emergency accommodation for the displaced.The aid will be implemented by Caritas Germany – International Department, Diakonie Katastrophenhilfe and their partners on the ground. A German NGO, Humedica, will provide emergency medical assistance for the refugees. This will be implemented in coordination with the United Nations (OCHA, UNHCR).Electricity tariffs to rise by 20 per centThe Energy Water and Sanitation Authority (EWSA) requested the regulator-- Rwanda Utilities and Regulation Authority (RURA), for a tariff hike.This is in line with covering an estimated US$10m per year to enable government focus on power generation. The Director General of RURA, Francois Regis Gatarayiha, EWASA expects to pay all its bills come next year. This means that with effect July 1, 2012, tariffs for domestic, commercial, medium industries, large industries consumers and street lighting will increase to Rwf134 from Rwf112 per unit.According to RURA, government pays US$3 million per month on oil used by generators used at Agreco and Jabana plants.Gatarayiha said there had not been tariff review since 2006 yet many things have changed.Family contracts to improve welfareFamilies across the country will with effect next month sign performance contract commonly known as Imihigo.This is a programme where families present their targets for a specific period of time before their local leaders. An evaluation exercise is later conducted to check if these families met their expectations.The Minister of Local Government James Musoni launched the family performance notebook in Huye district.Household performance contracts was introduced to encourage citizen`s contribution towards their own development through competitiveness, excellence and proper planning.The initiative has also contributed to building firm or strong families. First Lady tips youth on careersThe First Lady, Jeannette Kagame, addressed the annual Youth Forum which attracted 300 young people. The youth who came from various universities and institutions were urged to be keen on making right career choices.Mrs. Kagame advised the youth to seek guidance but also consider what they adore or love doing. She said that for the youth, it is a challenge choosing the right direction. She advised them on three crucial steps needed in choosing the right career pointing out “knowing oneself”.She told them to know what you like and what you don’t. What you are strong in and what you are not. The First Lady further called upon the youth to attain the right careers through training and education.The Minister of Education, Dr Vincent Biruta, said that lack of higher education is one of the key factors leading to youth unemployment.MPs call on UN to probe MONUSCOMembers of Parliament condemned the UN Stabilising Mission in the Democratic Republic of Congo (MONUSCO) and passed a resolution calling on the UN to investigate whether the mission has not breached its mandate.This was after the Foreign Affairs and Cooperation Minister, Louise Mushikiwabo briefed the House on regional and international issues, especially the latest negative reports about Rwanda.Reports indicated that the MONUSCO maintains a “friendly relationship” with the top commanders of the DRC-based terrorist group, Democratic Forces for the Liberation of Rwanda (FDLR), whose members are largely responsible for the 1994 Genocide against the Tutsi.Zero fleet policy saves gov’t Rwf18bOfficials said that the Zero Fleet policy has enabled government to save about Rwf18 billion.Introduced in 2005, the policy meant government auctioning most of its vehicles and resorted to subsidized loan and allowance scheme for senior officials. With the current system, government does not spend billions to repair or maintain vehicles.The acting Director of Transport in the Ministry of Infrastructure, Innocent Kabogoza, said that the initiative led to establishment of several public transport agencies.He explained that with the move, government officials started using public means something he said has also boosted transport business in the country.
