CCTV cameras will create sanity in Kigali

Editor,The arrest of Diana Tukundane for allegedly stealing USD 400 at the Kigali International Airport is interesting and can be a lesson to many people. I had a heated debate recently and the focus of the discussion was on whether these closed circuit television cameras (CCTV) indeed function.  One colleague insisted that police installed CCTV cameras just to frighten away would-be criminals!
