Much is happening in the Democratic Republic of Congo (DRC). The announcement of the Front pour la Refondation de la Nation (FRN), under former Congolese President Joseph Kabila, introduces a significant change in the country’s political conflict. Its importance extends beyond the adoption of a new name. It places a former head of state openly at the centre of a political and military coalition challenging the government of President Félix Tshisekedi. For readers trying to understand this development, the essential distinction is between what has been announced and what has yet to be demonstrated. A new leadership structure can immediately alter political calculations. Whether it produces greater military strength, wider popular support or a more credible negotiating partner will depend on decisions and actions still to come. Announced in Goma on October 12, 2026, the FRN was presented as the successor to the Alliance Fleuve Congo (AFC). Reports on the announcement identify Corneille Nangaa and Bertrand Bisimwa among its senior political leaders, while Sultani Makenga retains military command. The continuity of these figures suggests a reorganisation of the existing coalition under Kabila’s leadership. It does not, by itself, establish that the underlying military forces have been dissolved or fundamentally transformed. The clearest change is political. The FRN seeks to give a coalition rooted in eastern Congo a broader national identity and ambition. Through Kabila, it could potentially reach former officials, provincial constituencies, military contacts and political networks beyond the areas in which AFC/M23 operates. However, potential connections must not be confused with actual allegiance. Former associates may join, remain distant or reject an armed political project. This distinction matters because a movement’s claim to national status is not proof of national legitimacy. Such legitimacy must be demonstrated through an inclusive programme, public support, responsible conduct and a credible path towards constitutional government. The standing of a former president gives the FRN visibility, but it cannot substitute for the consent of Congolese citizens. For AFC/M23, the new arrangement offers opportunities but also raises difficult questions. Kabila’s prominence may increase the movement’s political reach and influence in negotiations. It may also help connect grievances in eastern Congo to a wider debate about governance, state authority and the country’s political future. Yet the movement must explain how its existing concerns will fit within this enlarged agenda. The protection and citizenship rights of Congolese Tutsi, the safe return of refugees and the security of vulnerable communities must remain concrete subjects of any settlement. They cannot become bargaining instruments in a contest between national political leaders. A coalition can unite in opposition to an incumbent while remaining divided over what should replace him. Its members may have different understandings of reform, military integration, decentralisation and the distribution of authority. The FRN’s durability will therefore depend on whether it can develop a coherent programme and a command structure capable of enforcing its commitments. For Kinshasa, the challenge has become more explicitly domestic as well as regional. A former president’s open leadership of the coalition makes it harder to marginalise the Congolese struggle over power and governance. The government must assess the possibility that the movement could attract support beyond its present territorial base. At the same time, Kinshasa will likely view the announcement as supporting its previous allegations about Kabila’s association with AFC/M23. Reuters reported that the government had accused him of backing the coalition and that he had denied any involvement. His new public role changes the political circumstances, but it should not be treated as retrospective proof of every earlier allegation. Nor does Kabila’s leadership resolve the separate question of external involvement. The conflict’s domestic and regional dimensions must both be examined on the basis of evidence. Congolese political leadership does not automatically exclude foreign support. Likewise, allegations of foreign support do not make Congolese grievances disappear. For the government, strategic judgement will matter more than denunciation alone. It must distinguish between those engaged in armed action and citizens exercising peaceful political opposition. Treating every critic or former Kabila associate as an insurgent could widen the constituency opposed to the government. Protecting political space, improving governance and addressing legitimate grievances could reduce that constituency. The same discipline is required of the FRN. At its launch, adviser Claude Ibalanky included the use of force among the coalition’s proposed means of action. That declaration deserves serious attention. Whatever its grievances, the coalition must answer for its conduct towards civilians and demonstrate whether it is prepared to pursue an enforceable settlement. This development raises immediate questions for the peace process. The Doha negotiations were conducted with AFC/M23. With a successor organisation now announced, mediators need to establish who has the authority to negotiate, approve agreements and ensure their implementation by forces on the ground. Does the existing negotiating delegation retain its mandate? Will Kabila exercise final political authority over any undertakings? Can the military command enforce a ceasefire throughout its ranks? These questions concern the practical viability of diplomacy. An agreement is of limited value if its signatories cannot secure compliance. There is already a framework to preserve. An official joint statement issued in August 2026 reaffirmed the parties’ commitment to the Doha Framework, signed on November 15, 2025, and addressed its implementation, verification and the remaining negotiations. The emergence of the FRN should prompt clarification within that process rather than an assumption that everything must begin again. Mediators should seek an explicit declaration of the new organisation’s position on existing undertakings, including ceasefire arrangements, humanitarian access and civilian protection. Kinshasa should likewise reaffirm its commitments. An organisational change must not provide either side with a convenient opportunity to evade promises already made. Kabila’s entry may also broaden the political scope of the negotiations. Discussions concerning eastern Congo could increasingly intersect with demands relating to national governance and political authority. Such questions require careful handling. A broader political dialogue should preserve the participation of the peaceful opposition and civil society, whose legitimacy does not depend on possessing armed forces. There is a danger in establishing a precedent under which only those with weapons receive serious political attention. There is also a danger in refusing to address political causes until every armed actor has disappeared. Diplomacy must confront the conflict as it exists while creating a credible path away from armed competition. Kabila himself faces a particular test. Having governed Congo for many years, he cannot assign all responsibility for the country’s institutional weaknesses to his successor. A programme of refoundation must explain what would change in the exercise of public authority, the accountability of security institutions and the relationship between the state and its citizens. The same standard should apply to Tshisekedi’s government. Its claim to defend the republic must be supported by the protection of citizens, accountable administration and the fulfilment of its commitments. The Congolese people need institutions capable of serving them through changes of leadership. For Rwanda and the wider Great Lakes region, the emergence of the new coalition cannot be allowed to displace outstanding security obligations. The neutralisation of the FDLR remains a specific undertaking under the June 27, 2025 peace agreement between the DRC and Rwanda, alongside agreed arrangements concerning the disengagement of forces and the lifting of Rwanda’s defensive measures. Those obligations belong to the parties to that agreement. They do not disappear because an internal Congolese coalition changes its name or leadership. The new political circumstances make coordinated implementation more demanding, but they do not justify indefinite postponement. Refugee return and community protection also require sustained attention. No settlement will be durable if Congolese citizens remain vulnerable because of their identity or if displaced populations cannot return voluntarily, safely and with dignity. Political arrangements at the national level must produce security and enforceable rights in the places where people live. The African Union and regional leaders should respond with diplomatic initiative. Their task is to clarify the new coalition’s intentions, coordinate with existing facilitators and insist on implementation by all relevant parties. African responsibility requires institutions that follow commitments through to measurable results. Partners outside the continent should support that work by applying consistent standards. Evidence should guide assessments of violations. Political convenience should not determine which undertakings receive scrutiny and which are allowed to fade from attention. Readers should therefore look beyond the announcement and watch whether the FRN attracts support outside eastern Congo, whether meaningful defections occur, whether its leadership remains cohesive and whether it presents a credible programme. Its position on existing peace commitments will be an especially important early test. Three outcomes remain possible. The reorganisation could create a more authoritative interlocutor capable of delivering a settlement. It could encourage escalation as national political ambition combines with an established armed movement. Alternatively, it could expose disagreements between leaders whose immediate opposition to Kinshasa conceals different long-term objectives. However, none of these outcomes is predetermined. It would be premature to announce either the government’s imminent collapse or the FRN’s inevitable success. The strongest conclusion at this stage is that the political stakes have widened before any corresponding change in the military balance has been demonstrated. The challenge now is to prevent this development from becoming another turn in Congo’s cycle of armed competition and unimplemented agreements. Every leader involved must be judged by whether their decisions protect civilians, address legitimate grievances and make peace enforceable. That is what refoundation must mean for the people expected to live with its consequences.
