People: Who really belongs to a football club? (Part One)

This is the first part of a continuation of my previous articles exploring what makes a football team a football club. In those earlier pieces, I argued that a club is much more than the team that takes the field. It is an institution built around a deeper relationship between people, place, history, culture and purpose. To explore that idea more fully, I have broken it down into five pillars of a football club: People, place, memory, culture and purpose. In this series, I will examine each pillar in turn—what it means, what it represents, and how it contributes to the wider structure, identity and continuity of a football club. This first part focuses on People. At a time when our country is investing significant effort and resources in the development of football, we also need to ask what kind of football institutions we are trying to build. If we want clubs that are truly rooted and capable of lasting across generations, we have to begin with a fundamental question: who belongs to a football club? Not simply who owns it, sits on its board or plays for it. Not even simply who buys a ticket, wears its shirt or follows it online. The deeper question is: who gives the club its meaning, identity and continuity? A team can be assembled. Players can be transferred. Coaches can come and go. Sponsors can change. Even a stadium can change. What makes a club different is the human connection that develops around it—and, over time, the feeling that this is our club. People are more than just a crowd In many football environments, the word fan is used narrowly: someone who watches the match, buys a ticket, wears the shirt or follows the club through the media. But the human community around a club can be much broader. It can include members, supporters, former players, youth players, parents, coaches, volunteers, local schools, academy graduates, community organisations, employees and generations of families. They do not all have the same role, but together they form the human ecosystem within which the club exists. This distinction matters because a large following does not necessarily mean a strong club community. A club can have thousands of followers and still have little meaningful connection with the people of the place it claims to represent. The important question is therefore not simply how many people follow the club, but how deeply the club is woven into people’s lives. Great Britain: When a club has a home I lived in the UK for more than 25 years, and one of the things that has always struck me is that almost every football club, regardless of its size or level, has a recognisable home, a local history and a community of people who identify with it. The scale changes. The relationship does not. You can talk about Manchester United, Liverpool, Arsenal or Newcastle United, or go much further down the football pyramid to a club that few people outside its town have ever heard of. A smaller club can still have a town, neighbourhood, stadium, colours, traditions, rivalries, former players, local heroes and generations of families who regard it as their club. You do not have to be Manchester United to be a football club. This is one of the things I have come to appreciate most from my years in Britain. You can go to a small town and discover that its football club has been part of local life for generations. People know its history. They know its former players. They know where it plays. Families pass the club from one generation to another. That sense of local ownership is also reflected in wider British football governance debates, where the identity, history, heritage and community connections of clubs are increasingly recognised as having value beyond the result on the pitch. The ground is more than a stadium This is why home matters. A stadium is obviously where the team plays, but for supporters it can also represent accumulated memory: first matches, family traditions, historic victories, painful defeats, local rivalries and generations of shared experience. When a club becomes separated from its traditional home, the consequences can extend beyond simply changing where matches are played. It can affect the club’s sense of identity, continuity and connection to the community from which it emerged. Rayon Sports offers a particularly interesting Rwandan example. Born in Nyanza before eventually becoming based in Kigali, the club has built an exceptionally broad following across Rwanda. That expansion brought clear gains, allowing it to reach a much larger audience and develop a popularity that extends well beyond its original home. But it also illustrates the tension between expansion and rootedness. Over the years, the club has experienced periods of leadership and organisational instability. It would be too simplistic to attribute this to the move from Nyanza alone, as other factors have also been involved. But the experience raises an important institutional question: when a club grows beyond its original geographical and community base, how does it maintain the local foundations and sense of ownership that provide stability and continuity? The lesson is not that a club should never move or expand. Rather, growth needs roots. There is also a danger in treating the Rayon Sports experience as a model that every Rwandan club can simply reproduce. Its scale of popularity and emotional attachment is exceptional and has developed through a particular history over many decades. A much smaller club cannot simply replicate that phenomenon by moving to a larger city or trying to build a national following. For most clubs, the more realistic starting point is to build deeply before trying to build widely: establish a strong connection with the local community, develop a recognisable home, create pathways for local players and coaches, preserve the club’s history and give supporters meaningful ways to participate. Only then can expansion become an extension of the club’s identity rather than a substitute for it. And this is not only about one club. Many Rwandan clubs do not regularly play in grounds closely associated with the communities they claim to represent, while others do not have a meaningful home ground of their own. This can make it difficult to develop the sustained relationship through which supporters feel that the club is genuinely part of their community’s life. A club can therefore carry the name of a place without necessarily being rooted in the people of that place. The name tells us where a club represents. The relationship tells us whether it truly belongs there. That is why the ground matters. The ground is not merely where the team plays. It can be part of where the club belongs. AFC Wimbledon: When supporters rebuild AFC Wimbledon provides a particularly striking example of what can happen when supporters see themselves as custodians of a club’s identity. When Wimbledon FC was relocated to Milton Keynes in 2002, supporters did not simply accept that the loss of the original club meant the loss of their football institution. They created AFC Wimbledon. More than 4,000 local people became community shareholders, while supporters volunteered to help establish the new institution. The lesson is not simply about ownership. It is about agency. When people believe they have a genuine stake in an institution, they can become active participants in protecting and rebuilding it. Germany: When belonging has a structure Germany provides a different approach. The Bundesliga’s 50+1 principle generally requires the parent club’s members to retain majority voting control of the professional football operation. Bayern Munich illustrates this through its professional football company being majority-owned by FC Bayern München e.V., the membership club. The significance is that supporters can have a formal institutional relationship with the club rather than existing only as consumers. Belonging can therefore be given a structure. The German model cannot simply be transplanted into Rwanda. But it raises an important question for us: what structures could give people a meaningful stake in the life of our own clubs?
