There are moments in a public servant’s life when one must pause and ask: what has this journey really been about? For me, the answer is simple: the privilege of serving people. My journey in public service began in April 2005. More than two decades later, and after serving as a District Mayor since February 2015, I look back with gratitude—not simply for the years, but for the opportunity they have given me to serve. I have learned that effective public leadership requires more than holding office. It demands a clear vision, committed leadership, the means to turn ideas into action, and people willing to walk the journey together. I have been fortunate to serve under leadership that has given Rwanda a clear development direction. At the local level, our responsibility has been to translate that vision into results citizens can see and feel in their daily lives. But vision alone is not enough. Leaders also need the tools to deliver. Institutional support, resources, partnerships and trust in local government have helped turn plans into action and aspirations into tangible results. One of the most important lessons I have learned is that development must begin with citizens. It cannot be done for people while leaving them on the sidelines; it must be built with them. When citizens are listened to, involved and trusted, they become more than beneficiaries. They become partners and owners of development. Partnership has been equally important. The government cannot transform a district alone. Progress depends on collaboration with development partners, the private sector, civil society, faith-based organisations, public institutions and others. No mayor transforms a district alone. Every achievement is the result of many hands: district staff, elected local leaders, development partners, security organs and, above all, citizens. That unity gives us strength to confront challenges, celebrate progress and remain focused on the common good. Public service must also keep evolving. The world changes, citizens’ needs change, and the way we serve must change with them. We have continually sought better ways to solve problems, mobilise communities, strengthen partnerships and improve service delivery. When we speak about roads, electricity, water, schools, jobs, agriculture or health, it is easy to focus on statistics. But behind every number is a person. A road means a farmer reaching a market. Electricity means a child studying after sunset. Clean water means dignity. A classroom means opportunity. A job means hope for a family. That is why the story of a district can never be the story of one mayor. It is the story of people who believed their community could become better, and of a team that worked together to make that belief a reality. Every public servant eventually leaves office. Titles are temporary, offices change hands, and new leaders bring new energy and ideas. What should endure is the impact of our service. Did we leave our institutions stronger? Did we empower citizens? Did we build lasting partnerships? Did we create opportunities? Did we make people’s lives better? These are the questions that matter most. I am grateful for the opportunity to serve, for the leadership under which I have worked, for the support that enabled us to act, and above all, for the citizens and colleagues who made the journey possible. In the end, a public servant’s greatest legacy is not the office they occupied, but the lives improved because they had the opportunity to serve. That is the story I hope we leave behind: not the story of one mayor, but of a people united by a common vision, empowered to act and determined to build a better future together. The writer has served in public service since April 2005 and has been Mayor of Gatsibo District since February 2015.
