Genocide ideology in the Great Lakes Region: the danger of remembering history while ignoring its continuation

Every April, the world remembers the 1994 Genocide against the Tutsi in Rwanda. Governments issue statements. International organisations reaffirm the promise of “Never Again.” Memorial ceremonies honour more than one million victims. Leaders speak of prevention, accountability and the responsibility to learn from history. These commemorations matter. But remembrance becomes dangerously incomplete when the world condemns the crime while paying insufficient attention to the survival of the ideas that made the crime possible. The uncomfortable question is therefore not only what happened in Rwanda in 1994. It is also this: what happened to the ideology, networks and political narratives of genocide after the government that organised it was defeated? An army can be defeated. A government can collapse. State institutions can be reconstructed. Ideas do not disappear so easily. After July 1994, members of the defeated genocidal forces and political structures fled into what was then Zaire, alongside a much larger population of civilians. Armed and political structures were subsequently reorganised in different forms. Names changed. Leaders changed. Alliances changed. The regional political environment changed. However, organisational transformation should never automatically be mistaken for ideological transformation. Over the decades, the Democratic Forces for the Liberation of Rwanda, or FDLR, became the most enduring armed organisation associated with elements originating from those forces. Its composition and leadership have evolved considerably over time, and intellectual honesty requires us not to pretend that every member bears identical individual responsibility for crimes committed in 1994. Nevertheless, that qualification cannot become an excuse for historical amnesia. The relevant question is not whether every present member participated personally in the Genocide against the Tutsi. Clearly, many did not. The question is whether ideological narratives, political objectives, networks and patterns of mobilisation rooted in the genocidal project have survived, adapted or been transmitted across generations. That question deserves far greater international attention than it has received so far. From ideology to regional insecurity Genocide ideology does not survive only through formal organisations. It survives through language, political narratives, historical falsification, dehumanisation and the deliberate construction of entire communities as enemies. This is why the problem cannot be reduced to counting the remaining individuals who physically participated in the genocide. The danger lies also in transmission. A young person born after 1994 can inherit an ideology older than himself or herself. Political hatred does not require personal memory. It requires teachers, propagandists, networks and narratives capable of converting inherited grievance into contemporary hostility. The Great Lakes region has repeatedly demonstrated how questions of identity, citizenship, land, ethnicity and political power can be manipulated until neighbours are transformed into existential enemies. This is particularly dangerous today, in eastern Democratic Republic of Congo. Congolese Tutsi communities have faced recurrent hostility, discrimination and violence. Political discourse has at times questioned their citizenship and belonging. Social media has amplified inflammatory rhetoric with a speed that earlier generations of propagandists could scarcely have imagined. This should concern everyone who takes genocide prevention seriously. One of the lessons of Rwanda is precisely that mass violence does not begin when people start killing. It begins much earlier: when language progressively removes the humanity of another group; when discrimination becomes socially acceptable; when political leaders discover that fear can be converted into mobilisation; and when institutions that should intervene decide that the situation is not yet serious enough. By the time killing becomes systematic, prevention has already failed. The contradiction of “Never Again” There is therefore a disturbing contradiction in the international approach to the Great Lakes region. The world commemorates the Genocide against the Tutsi. The United Nations acknowledges its catastrophic failure in Rwanda (1999). Governments regularly reaffirm commitments to genocide prevention. Yet the regional consequences of the genocide have too often been addressed primarily as conventional security problems. The FDLR is discussed as an armed group. Eastern Congo is discussed as a humanitarian crisis. Hate speech is treated as a communications problem. Attacks against communities are catalogued as individual incidents. Each description may contain part of the truth. But fragmentation can obscure the larger historical relationship. Genocide is already being committed in Eastern DRC. I urge lawyers and politicians to stand up and quell it before we live a repeated Rwandan similar case. The Great Lakes security crisis did not begin yesterday. The presence in eastern Congo of armed structures emerging from the aftermath of the 1994 genocide has been known for three decades. Numerous UN reports, Security Council resolutions, regional agreements and diplomatic initiatives have addressed armed groups operating there. The problem has therefore never simply been lack of information. It has been the gap between recognition and implementation. This is where international policy requires greater intellectual consistency. If an armed organisation has been repeatedly identified as a threat, what follows from that recognition? If hate speech targeting a particular community is documented, and it has indeed, what preventive action follows? If political rhetoric echoes historical patterns of exclusion and dehumanisation, at what point does genocide prevention move from conference language to practical responsibility? Act before it is too late. These are not rhetorical questions. They go to the heart of the credibility of the international prevention architecture created after Rwanda. Memory without prevention is insufficient There is another danger: treating genocide exclusively as history. Commemoration looks backward. Prevention must look forward. The two cannot be separated. The purpose of remembering the Genocide against the Tutsi is not only to honour those who were murdered. It is also to understand the processes that made their murder possible so that similar processes can be recognised before they reach the stage of extermination. That requires intellectual courage. Not every ethnic dispute is genocide ideology. Not every political disagreement involving Rwanda is connected to 1994. Not every act of violence in eastern Congo can be explained through the legacy of the genocide. Serious analysis requires those individual distinctions. But seriousness also requires the opposite discipline: we must not deliberately disconnect present developments from history when evidence shows meaningful continuity. Otherwise, nuance itself becomes an excuse for inaction. The international community must therefore learn to distinguish between irresponsible historical generalisation and equally irresponsible historical blindness. Both are dangerous. Africa also carries responsibility This cannot be presented simply as another failure of “the international community.” African institutions and governments also carry responsibility. The African Union was built partly around the determination that the continent should never again remain passive in the face of mass atrocities. The transformation from the Organisation of African Unity to the African Union included a stronger normative commitment to human security and protection against grave crimes. Those commitments must have operational meaning. The Great Lakes region has its own institutions and diplomatic mechanisms. Governments possess intelligence services, diplomatic channels and historical knowledge. Regional leaders understand the consequences when identity politics is allowed to metastasise into organised hatred. Africa cannot demand greater sovereignty while outsourcing responsibility for preventing African atrocities. Sovereignty and responsibility must reinforce one another. The prevention of genocide ideology should therefore become a more explicit component of regional security policy: through education, historical documentation, monitoring of organised hate speech, protection of threatened communities, accountability for incitement and serious programmes for disarmament, demobilisation, repatriation and reintegration where armed groups remain active. None of this eliminates the need for political dialogue. On the contrary, sustainable security requires political solutions. But dialogue cannot require societies to pretend that ideology does not exist. The responsibility to name the danger early One of the easiest promises to make after genocide is “Never Again.” One of the hardest responsibilities is recognising the conditions that could produce mass violence before the bodies appear. That is where prevention is tested. The lesson of Rwanda is not simply that the international community should intervene more effectively once genocide has begun. The deeper lesson is that political leaders, regional organisations, international institutions, researchers, journalists and civil society must learn to recognise the architecture of hatred while there is still time to dismantle it. Thirty-two years after the Genocide against the Tutsi, the Great Lakes region should not still be debating whether the ideological inheritance of 1994 deserves serious attention. It does. This does not mean imprisoning the region in its past. Quite the opposite. The objective is to prevent the past from imprisoning the region. That requires confronting armed groups, but also confronting the narratives that sustain violence. It requires protecting civilians, but also challenging political discourse that makes certain civilians appear less entitled to protection. It requires remembering the victims of yesterday while recognising warning signs facing communities today. The world does not honour the victims of genocide merely by remembering how they died. It honours them by recognising what made their killing possible and refusing to tolerate its reappearance in another form. “Never Again” cannot remain an annual declaration. It must become a permanent discipline of prevention.
