Rwanda, Jordan sign agreement on cooperation in digital transformation

Rwanda and Jordan on Wednesday, September 23, signed an agreement to strengthen cooperation in digital transformation. The agreement was signed by Minister of ICT and Innovation Paula Ingabire and Jordan's Digital Economy and Entrepreneurship Minister Sami Smeirat on the margins of the 81st United Nations General Assembly in New York. ALSO READ: Rwanda, Jordan sign agreements on trade, investment The discussion focused on sharing experiences and expertise in digital public services, with Jordan highlighting its national digital platforms, including its Super App, Rwanda's Ministry of ICT and Innovation said in a post on X. Both sides discussed opportunities for knowledge exchange, institutional collaboration and reciprocal visits to translate the MoU into concrete areas of cooperation. Jordan's Super App combines several services such as payments, shopping, transportation, food delivery, or government services into one platform. Also on the margins of the UN General Assembly, Minister Ingabire attended the Anthropic’s Global Development Briefing, which brought together governments, development organisations, humanitarian actors and technology partners to explore how AI can accelerate development. According to the ministry, the discussions covered AI for healthcare, education, science and humanitarian response, alongside access, infrastructure, skills, responsible deployment and the risk of new bottlenecks emerging as AI capabilities advance. ALSO READ : Govt to set up National Artificial Intelligence Agency The minister highlighted Rwanda’s focus on practical deployment, with 30+ AI use cases underway, and the opportunity to develop solutions that can scale across Africa. ALSO READ : How Rwanda is regulating artificial intelligence The minister also joined a session hosted by the UN Office for Digital and Emerging Technologies and UN Development Programme (UNDP) on strengthening digital public infrastructure (DPI) across borders. The discussion focused on experiences from Africa and Latin America, focusing on digital identity, interoperable payments, federated data exchange, common APIs (Application Programming Interface) and standards, and the governance needed to sustain regional systems. Minister Ingabire shared Rwanda’s experience with digital identity and payment interoperability. The discussion explored how national DPI can become a foundation for deeper regional integration and seamless cross-border services.
