KCC commits 90% of budget to development projects

KIGALI - Kigali City has allocated Rwf36.5bn (89.7 percent) of its 2010/2011 budget to development projects within the city, according to a draft budget that was presented yesterday. While presenting the draft budget which stands at Rwf 40.7bn, City Mayor, Aisa Kirabo Kacyira noted that Rwf 14.9bn (36.7%) will come from donors, Rwf 14.7bn (36.1%) from the Central Government while Kigali City will provide about Rwf 7bn (17.2%). It was also revealed that KCC will acquire a loan of Rwf 4.1bn to construct the City headquarters. Out of the budget, Rwf2.8bn (6.8%) was allocated to running costs while wages and salaries were allocated Rwf 1.4bn (3.5%). Over Rwf 30.9bn (76%) of the development budget was allocated to infrastructure. More than 145 kilometers of roads are to get tarmac, expanded or renovated to a tune of Rwf18.8bn while Rwf656.8m was allocated to the construction of pedestrians’ walkways. It was also revealed that a pedestrians’ fly-over connecting the central roundabout to Centenary House, BCR and Serena hotel will be constructed. Currently, the city has about 1001km of roads but only 20 per cent have tarmac or stone paving. Other projects to be embarked on include, naming city roads, replacing and putting more security lights and traffic lights and the construction of seven water channels estimated to cost over Rwf 2.2bn. Seven health centres will be constructed (Rwf 1.9bn), completion of Kicukiro and Gasabo districts’ physical detailed master plan (Rwf 2.4bn), Nyabugogo and ULK commuter park master plan (Rwf 513m) and rehabilitation of Gisozi Memorial Centre (Rwf 147m). Economic development which includes supporting different groups especially youth, hawkers and women associations through Agaseke, and other groups will be financed by the city to a tune of Rwf 1.8bn. According to the draft budget, over Rwf 1.2bn was allocated to good governance - sensitization of voters, support to vulnerable groups, resettling of street children and supporting the mobile clinic project among others.
