The Rwanda Development Cooperation Policy (RDCP) 2026–2050, which was approved by a Cabinet meeting chaired by President Paul Kagame on Friday, September 18, will see the country put more focus on large-scale, high-impact flagship investment projects in the next 25 years. ALSO READ: Cabinet approves key investment deals, 25-year cooperation policy The new policy, according to information from the finance ministry, will guide Rwanda’s engagement with development partners over 25 years, with a focus on nationally led partnerships, transparency and accountability. A statement from the Ministry of Finance and Economic Planning (MINECOFIN), explains that the policy responds to changes in the global and national development financing landscape. Development cooperation will increasingly focus on large-scale/transformative, high-impact flagship projects that advance Rwanda’s long-term development priorities, it reads. The policy is also expected to put in place efforts to broaden development cooperation beyond traditional development assistance to include all sources and forms of financing aligned with Rwanda’s development goals. The finance ministry also says the policy aims at strengthening the participation of all stakeholders, including the private sector, civil society and academia, in development cooperation. Rwanda recorded $2.62 billion (approximately Rwf3.8 trillion) in investment commitments in 2025, with the number of projects increasing to 799, up from 612 in 2024, according to the Rwanda Development Board (RDB) 2025 Annual Report. Asia emerged as the leading source of investment, contributing $661.6 million across 199 projects, accounting for 40.1 per cent of total registered investment. Africa followed with $226.4 million from 226 projects, accounting for 13.7 per cent of total investment value, while Europe contributed $159.2 million across 40 projects, representing 9.6 per cent.
