President Paul Kagame on Friday, September 18, chaired a Cabinet meeting that approved a new development cooperation policy, draft laws and investment agreements, including plans for an electric vehicle assembly plant. According to the communique shared by the Office of the Prime Minister on Friday, September 18, the Rwanda Development Cooperation Policy will guide engagement with development partners over the 2026-2050 period, with a focus on nationally-led partnerships, transparency and accountability. ALSO READ: Govt considers new devt cooperation policy Cabinet also approved a strategic investment agreement with Chery Holding Rwanda Ltd for the establishment of an electric vehicle assembly plant in Rwanda The development follows an earlier Memorandum of Understanding signed between the Rwanda Development Board (RDB) and Chery Holding Group in April 2025, outlining areas of collaboration in electric mobility, green energy, agriculture and mining. Other agreements approved include a supplemental concession with DP World Logistics Ltd for Phase II of the Kigali Logistics Platform and expansion of cold storage facilities at the New Rubavu Logistics Hub. Cabinet further approved a National Counter-Trafficking in Persons Policy and three ministerial orders covering wildlife use, confiscated specimens and biodiversity advisory procedures.
