A delegation of 30 senior officers and faculty members from the Namibia Command and Staff College is in Rwanda for a one-week study tour focused on defence and security, governance and post-conflict recovery. The delegation, headed by Commandant Brig Gen Erastus Benhard Nathinge, began its engagements on Tuesday, September 15, at the Ministry of Defence and Rwanda Defence Force (RDF) headquarters, where the officers learned about the RDF’s evolution and its role in national development and international security. Karuretwa said Rwanda and Namibia have strong defence ties and described the study tour as an opportunity to “exchange best practices, particularly in military education and training.” The officers were taken through the transformation of the RDF, from a liberation movement into a modern, professional military institution committed to national development, regional peace and international security. Nathinge, Commmandant of the Namibian military college, pointed to the broader relations between Rwanda and Namibia, including President Paul Kagame’s 2019 state visit to Windhoek. He said the two defence forces “actively collaborate on military training and operational interoperability,” particularly through international peacekeeping missions. They visited the Kigali Genocide Memorial, where they paid respect to victims of the 1994 Genocide against the Tutsi, before touring the Campaign Against Genocide Museum. The officers will also visit the RDF Command and Staff College in Musanze District, where they are expected to learn more about military education, training and doctrine. Their itinerary includes visits to military welfare institutions such as Zigama CSS and Military Medical Insurance, as well as several government institutions.
