For decades, Rwanda has been both a country of origin and a host to people forced from their homes by conflict and persecution. That history continues to shape the country's approach to refugees, one that places protection, dignity, and peaceful coexistence at the centre of its response to forced displacement. The scale of that responsibility is significant. According to the latest UNHCR data, as of June 30, 2026, Rwanda was hosting 139,452 forcibly displaced people, including 84,563 from the Democratic Republic of Congo and 53,486 from Burundi. These figures represent more than statistics. They represent families who have spent years, sometimes decades, rebuilding their lives away from home. This is a responsibility measured not only in numbers but also in the systems created to protect people fairly and consistently. Since 2019, Rwanda, in partnership with UNHCR and the African Union, has operated the Emergency Transit Mechanism (ETM) in Gashora, providing temporary safety to vulnerable refugees and asylum seekers evacuated from Libya. Between September 2019 and April 2025, 2,760 people were evacuated from Libya to Rwanda through 21 flights. By December 2025, UNHCR reported that 2,535 had departed through resettlement and another 15 through complementary pathways. These evacuees are a distinct group from Rwanda's long-term refugee population. They arrive through a humanitarian evacuation arrangement designed to provide temporary protection while UNHCR processes their cases and seeks durable solutions. The people evacuated have included nationals of Eritrea, Somalia, Sudan, Ethiopia, South Sudan, Cameroon, Nigeria, Mali, and Chad. The figures demonstrate an important point: refugee protection is not simply about opening the door. It is about what happens after the door is opened. That is where Rwanda's refugee protection system is taking another important step with the operationalisation of the Appeal Tribunal for Refugees and Applicants for Refugee Status. The establishment of an independent appellate mechanism provides refugees and asylum seekers who are dissatisfied with appealable decisions concerning their refugee status with an avenue for independent and impartial review. The Tribunal does not replace the first-instance asylum determination process. Rather, it reviews appealable decisions and may uphold, vary, or set them aside based on the law and evidence presented. This distinction matters because refugee protection is about more than shelter, food, or humanitarian assistance. It is also about ensuring that decisions affecting a person's protection status are subject to fair procedures and can be independently reviewed. The Tribunal's rules place emphasis on independence, impartiality, confidentiality, equality, human dignity, and timely justice. Appellants can present evidence and, where necessary, receive interpretation services. Proceedings may also be conducted virtually, while exceptional on-site hearings can be held in refugee camps or urban areas where applicants are located. Justice, in other words, should not become inaccessible simply because someone has been displaced. Timeliness is equally important. Under the Tribunal's rules, appeals must be examined and determined within a maximum of six months from registration. Appeals must also be filed within 30 days of notification of the first-instance decision. Technology further supports this transformation. Appeals are processed through Rwanda's Integrated Electronic Case Management System, reflecting the country's broader effort to modernise access to justice. But institutions alone do not guarantee effective protection. Refugees and asylum seekers must know their rights and understand how to exercise them. This makes outreach to refugee camps and reception centres particularly important. Ultimately, Rwanda's open-door approach should not be judged solely by the number of people it receives. It should also be assessed by the quality of protection available to them. A refugee is more than a statistic. An asylum seeker is more than a case file. Behind every application is a human being seeking safety, dignity, and a chance to rebuild a life. By combining humanitarian solidarity with independent review, due process, and access to justice, Rwanda is adding an important legal dimension to its refugee protection system. The real measure of an open door is not simply whether people are allowed to enter. It is whether, once inside, they can expect dignity, fairness, and justice.
