Rwanda has never been shy about setting ambitious targets, but a harder question lingers: can three decades of national strategy meaningfully improve the everyday lives of its citizens? Vision 2050 is the government's answer, and it is worth taking seriously, not because it is bold, but because Rwanda continues to build the institutions and systems required to pursue it. The weight of the numbers Vision 2050's headline target sits inside its Economic Growth and Prosperity goal: GDP per capita above $4,036 by 2035, up from a 2019 baseline of $837, and above $12,476 by 2050. In plain terms, Rwanda is aiming to move from a lower-income country to an upper middle-income one within a decade, and to a high-income country within three decades. But economic growth is only one part of a much broader vision. Vision 2050 also aims for improvements in human development, urbanisation, agriculture, competitiveness and integration, and the quality of public institutions. Factor in the poverty-reduction and quality-of-life goals sitting alongside it, and the ambition is not in question. The real question is whether it can be achieved. This is where Vision 2050 differs from many long-term strategies: it commits to being measured. Progress is reviewed every five years, with a mid-term checkpoint in 2035. Is it actually achievable? Rwanda's economy grew 9.4% in 2025, according to the National Institute of Statistics of Rwanda (NISR). It’s a number worth citing, but not worth resting on. One strong year says little about whether that pace can survive three decades of external shocks, commodity cycles, and regional instability. In fact, meeting the upper-middle and high-income targets would require economic growth to consistently outpace population growth by a wide margin, sustained not just for a few years but for nearly three decades in a row. This is a feat only a handful of economies have managed in modern history, with China being the prominent example. But economic transformation does not happen through GDP growth alone. It requires businesses to create productive jobs, firms to expand into regional and international markets, and investment to shift the structure of the economy towards higher-value services and manufacturing. The Kigali Convention Centre, developed during Vision 2020, offers one example of how long-term investment can create assets that continue to support Rwanda's growing conference and services economy. The Vision’s backbone What often goes unnoticed is that Vision 2050 is not a 30-year rigid plan. It is designed to evolve through successive medium-term strategies, allowing a long-term vision to be implemented in stages: NST1 (2017–2024), which bridged Vision 2020 and the start of Vision 2050, and NST2 (2024–2029), focused on job creation, export growth, and public service delivery, with further strategies to come. Five pillars support the Vision: human development; competitiveness and integration; agriculture for wealth creation; urbanisation and agglomeration; and accountable and capable state institutions. The point isn't the list, but rather that each pillar comes with distinct, measurable priorities, which means the Vision can be graded in pieces rather than judged only in 2050. That shift is already visible on the ground. The Kigali International Financial Centre, established to attract regional and international capital, reflects a deliberate move toward positioning private investment, stronger exports, and innovation as the engines of long-term growth, rather than relying on public financing alone. The medium-term strategies already in place will remain the mechanism for tracking whether that shift takes hold. The verdict So, is Rwanda on track? The honest answer isn't a simple yes or no. Real progress is visible across several dimensions of the Vision, and the institutional framework to sustain it is being built. But neither is enough on its own. What happens over the next three decades will be decided by how much work continues to be put in, not by momentum already gained. It is clear to me that Vision 2050's desired impact extends beyond just numbers. Whether the numerical GDP target lands right on schedule remains to be seen, but what can be seen is the continued progress in rising literacy, falling child mortality, and reductions in poverty. These tangible improvements in people's lives offer evidence that the broader ambitions of Vision 2050 are already beginning to translate into reality. Turning that aspiration into reality won't rest on institutions alone. It will rest on Rwandans choosing, again and again, to build on what has already started — young people entering the workforce and starting businesses, the private sector investing and innovating, and public servants continuing the ongoing work. Ultimately, that is why I call Vision 2050 the Rwandan Dream — not a promise handed down from government, but a future that has to be built, together, by everyone with a stake in it.
