To take you back a few years, when Visit Rwanda first appeared on Arsenal’s sleeves in 2018, it was a bold statement. Little did the world know that it was just the beginning. Bayern Munich followed, then Paris Saint-Germain, and before long Atlético Madrid had been added to the list. With Premier League side Aston Villa announcing Visit Rwanda as its new principal partner, official tourism partner and official coffee partner, the Rwanda brand will no longer sit on the sleeves. It will occupy the most valuable advertising space in sport – the front of the shirt. Perhaps we need to give those behind these partnerships, especially on the Rwanda side, the benefit of the doubt. I do not think they would continue investing money in something that does not generate a return on investment. Who would? For a country with a population of about 13 million people, securing such prominent global exposure through one of the world’s most-watched sports leagues is a major statement. True, during its partnership with Arsenal, Visit Rwanda was highly visible but remained a secondary presence, positioned on the sleeves rather than the front of the shirt, where visibility is greatest. Nonetheless, that relationship still delivered enormous international exposure, helping place Rwanda before millions of football fans across Europe and beyond. Now, with Aston Villa, the message will be impossible to miss. Every televised match, every shirt sold and every photograph of Villa players competing domestically and in Europe will carry Rwanda’s name at the centre of the action. Critics argue that these partnerships are an attempt at sportswashing – using the popularity and success of sport to distract from criticism of a country’s human rights record. Such accusations have followed Rwanda’s deals with major clubs, including Arsenal, Paris Saint-Germain, Bayern Munich and Atlético Madrid. However, reducing these partnerships solely to reputation management ignores the broader strategy behind them. That debate is likely to continue with Aston Villa’s deal. But the broader reality is that countries have long used sport as a tool of diplomacy and economic promotion. Qatar with PSG, Malaysia with Cardiff City, Saudi Arabia with AS Roma, while the UAE’s flag carrier Emirates holds major front-of-shirt sponsorships with top clubs including Real Madrid, AC Milan, Arsenal and Lyon. These are just some of many examples. If you have followed Visit Rwanda’s trajectory with an open mind, you will see that the objective is not only visibility but also transition – turning attention into tourism, investment, business partnerships and stronger international relationships. Tourism is central to that strategy, according to publicly available information. Rwanda has positioned itself as a premium destination, promoting attractions such as gorilla trekking, wildlife tourism and conference tourism. Football partnerships act as a direct funnel for international visitors. Following previous partnerships with Arsenal, PSG and Bayern Munich, Rwanda recorded significant growth in tourism. By upgrading to a record-breaking front-of-shirt partnership with Aston Villa, it appears Rwanda is targeting high-value European markets as it works towards its goal of generating $1.1 billion in annual tourism revenue by 2029. One gets the sense that those behind the Visit Rwanda brand hope that exposure through elite European football will help attract visitors from some of the world’s most valuable tourism markets. The latest partnership also reflects Rwanda’s broader effort to attract foreign investment, another key objective behind these agreements. A Premier League shirt sponsorship does not simply reach football supporters. It also reaches business leaders, investors and global decision-makers who follow the sport. Such a commercial relationship can create opportunities beyond advertising, including investment forums, business delegations and wider economic partnerships. There is also a sporting dimension to the strategy. While the spotlight is on European clubs, Rwanda has used some of these football partnerships to support domestic football development. The partnership with Bayern Munich, for example, has evolved to place greater emphasis on academy development and football infrastructure in Kigali. These initiatives show that Rwanda’s football strategy is not only about promoting the country abroad but also about building football capacity at home. One can only hope that everyone with a role to play in making the Bayern partnership successful does their part diligently so that young players in the academy not only benefit but also develop into top-level professionals. The end of the Arsenal partnership and the beginning of the Aston Villa era therefore represent far more than a change in shirt placement. Despite the criticism, much of it negative, Rwanda has moved from being a sleeve sponsor to becoming the central identity on the shirt of a Premier League club – a sign of growing confidence in what the Rwanda brand represents. Only time will tell whether these partnerships deliver the tourism and investment returns Rwanda is seeking. For now, though, both parties appear to believe they have struck a mutually beneficial deal. Football partnerships alone cannot transform a nation’s economy or settle debates about governance and human rights. However, I believe they can open doors, create conversations and introduce a country to audiences that might otherwise never engage with it. For Aston Villa, the deal provides a major commercial boost as the club seeks to strengthen its position among Europe’s elite. For Rwanda, it is the latest and most ambitious step in a long-term campaign to use football’s unmatched global reach to reshape how the world sees the country. The symbolism is significant too. Arsenal gave Visit Rwanda a global stage, but Aston Villa is giving the brand centre stage on that global platform. A shirt sleeve is valuable. The front of the shirt is something else entirely. It appears in every television broadcast, every match photograph, every replica shirt sold around the world and every social media post featuring Villa players. That is why the journey from Arsenal’s sleeve to Aston Villa’s shirt front demonstrates just how powerful – and contested – the intersection of sport, business and national branding has become.
