He led the Middle Eastern nation from 1995 to 2013. “His legacy of service to his people and commitment to friendship and cooperation among nations will endure for generations,” he said. “At this difficult time, the people of Rwanda and I stand with His Highness Sheikh Tamim bin Hamad Al Thani and our Qatari brothers and sisters.” Qatar announced a four-day period of public mourning starting Monday, with work suspended at government agencies and public bodies and flags to be lowered to half-mast.
