Kigali's urban excellence needs more than plans

A consultative meeting held on June 21 and hosted by the Mayor of Kigali, Samuel Dusengiyumva, reinforced a powerful truth: Kigali's greatest construction project is no longer its roads, buildings or bridges. Nobody has ever driven on a PowerPoint presentation or lived inside a policy document. A master plan is simply a city's dream on paper; execution is its heartbeat in action. The challenge is no longer where we want to go, but whether we can move together. No mayor, engineer, architect, economist, scientist, lawyer, investor, regulator, developer, academic institution or community can build a city alone. Cities are humanity performing a symphony together. When everyone follows the same musical score, beautiful music emerges. When every institution plays its own tune, all we create is noise. We admire roads but forget relationships, photograph buildings but overlook behaviours, and celebrate projects while underestimating people. Yet beneath every world-class city lies an unseen foundation built on competence, ownership and integrity. Think of these as the three legs of a traditional cooking pot. Remove one leg and the entire meal collapses. Competence asks: Do we know what to do? Ownership asks: Do we act as if this city belongs to all of us? Integrity asks: Can we be trusted to do the right thing even when nobody is watching? Without competence, ambition becomes guesswork. Without ownership, responsibility becomes a game of musical chairs. Without integrity, progress quietly leaks away like water from a cracked bucket. This is why master plan planning must now evolve into master plan execution. The next phase of Kigali's transformation must be guided by resilient infrastructure principles: infrastructure that is safe for people, sound in design, construction and governance, and sustainable for future generations. Great cities are not built for political cycles; they are built for generations. A society grows great when people plant trees whose shade they know they shall never sit in. Cities are built exactly the same way. This cannot be achieved by government alone. It requires enhanced stakeholder engagement where government, industry, academia, investors, communities and professional bodies operate as one ecosystem. Professional bodies must become the city's independent custodians of standards, resilience and execution discipline. Engineers, architects, planners, surveyors, environmental professionals and contractors should be embedded throughout the development cycle as guardians of quality, safety, accountability and long-term sustainability. Cities are not judged by how quickly they rise, but by how safely they stand, how soundly they function and how sustainably they endure. Collaboration is not another meeting, committee or report. It is the alignment of decisions, actions and accountability around one shared future. An African proverb says, When spider webs unite, they can tie up a lion. Kigali's future will depend on the strength of those webs, and trust is the thread that binds them together. Trust may be the fastest road we can build to achieve the collaboration we seek. If roads connect places, trust connects possibilities. Kigali's next skyline will not be shaped by cranes alone; it will be shaped by competence, ownership, integrity and trust rising together. If Kigali is to become Africa's Centre of Urban Excellence, there is only one path forward: build the invisible infrastructure first. Everything else will follow.
