The Rwanda Capital Market Authority (CMA) has appointed Romeo Ngarambe as its new Chief Executive Officer, concluding the brief interim tenure of Eric Karekezi Ngabonziza, who had served as acting CEO since January 7 following the departure of Botswana’s Thapelo Tsheole. Ngarambe takes the helm with extensive international experience in senior finance leadership roles. His career includes key strategic and financial management positions at global firms such as Corning Inc. and Deloitte & Touche LLP. Until his appointment, Ngarambe was serving as the Controller of Special Projects at Corning Incorporated, an American multinational technology company specializing in glass, ceramics, and related materials and technologies including advanced optics, primarily for industrial and scientific applications. At Corning Inc., he was responsible for budgeting, forecasting, investment analysis, and compliance, among others. He particularly managed $60 million annual budgets at the organisation, according to his resume. Before that, he served as a Senior Business Risk Consultant for Deloitte & Touche LLP for almost six years where he worked on different capital markets and advisory assignments, including due diligence, risk reviews, investor protection, structured finance transactions, and regulatory engagements, among others. “Romeo brings over 13 years of international experience as a strategic finance and investment leader, with a proven track record in commercial growth, capital markets operations and corporate advisory across multinational organisations,” Marc Holtzman, Chairman of CMA, said in a statement. “He has demonstrated strong expertise in shaping financial strategies, strengthening governance frameworks and developing performance measures aligned with institutional objectives while upholding the highest standards of regulatory compliance,” he added. Prior to Ngarambe’s appointment, the Capital Market Authority was led on an interim basis by Eric Karekezi Ngabonziza, who stepped in following the departure of Botswana’s Thapelo Tsheole. Tsheole served for just over a year, a period marked by notable regulatory reforms. Under his tenure, the CMA revised the Corporate Governance Code and introduced guidelines governing the issuance of Green, Social and Sustainability bonds. The regulator also operationalised new legal frameworks for the Central Securities Depository and Collective Investment Schemes (CIS), strengthening the institutional architecture of Rwanda’s capital markets.
