Rwanda and Oman have strengthened their bilateral ties with the signing of several memorandums of understanding (MoUs) during an official visit to the Middle Eastern country by a delegation led by Minister of Foreign Affairs and International Cooperation, Olivier Nduhungirehe. Rwandan and Omani government officials on Sunday, January 11, signed four agreements in logistics services, transportation, development as well as ICT and Innovation. In the Omani capital Muscat with Nduhungirehe is Minister of Finance Yusuf Murangwa, Minister of ICT and Innovation Paula Ingabire, Minister of State for Infrastructure Jean de Dieu Uwihanganye, Juliana Muganza, the Deputy CEO of the Rwanda Development Board (RDB), and Rwanda’s Ambassador to Oman, Dan Munyuza. Nduhungirehe told The New Times that the two-day visit focused on “promoting and strengthening our cooperation, exploring new areas of collaboration.” He added that the meetings were held with several Omani authorities including the Minister of Foreign Affairs, Minister of Finance, Minister of Transport, Communications and ICT, Minister of Heritage and Tourism, and officials from the Oman Investment Authority. The discussions reviewed agreements and MoUs in areas such as trade and investment promotion, double taxation, political consultations, manpower, and labor mobility. “We have been having good, productive days here in Muscat, and of course we will work together with our Omani counterparts to implement what we have agreed,” the minister said. Key agreements signed Direct flights between Kigali and Muscat “We have signed an MOU to operationalize direct flights between Muscat and Kigali with Oman Air starting this June 2026,” Nduhungirehe said. Airport and cargo hub development Deputy CEO of RDB Muganza signed an MOU with Oman Airports Management Company to explore collaboration in cargo hub development, hospitality, logistics, cold storage, and commercial activities around the new Bugesera Airport district and other airports in the country, the minister added. ICT collaboration Rwanda and Oman also signed an agreement between their ICT ministries on data hosting, cloud services, and data center development, signed by Minister Ingabire. Logistics and supply chain cooperation The two countries also agreed to collaborate on logistics services, including the development and operation of inland ports, as well as related supply chain and logistics activities. Nduhungirehe said the visit shows the commitment of the Government of Rwanda in promoting this partnership with Oman.”
