More rewards for final consumers as new EBM invoice promo launches

Rwanda Revenue Authority (RRA) has partnered with QT Global Software Ltd and AMBI Tech Ltd to provide additional incentives to final consumers. Through Tenga Promo, part of the VAT Reward programme known as #TengamaraNaTVA, taxpayers now have a new opportunity to contribute to national development while receiving direct rewards for requesting invoices. In the VAT reward programme, consumers receive 10% of the VAT indicated on each invoice they request. If a trader refuses to issue an invoice, the consumer is entitled to 50% of the fine imposed on that trader. The promo under the theme “Tengamara: Earn Back More / Ejo Baguhe Menshi,” which was rolled out on Thursday, July 17, offers additional incentives for final consumers to win up to Rwf1 million each week. To participate, consumers simply need to request an EBM invoice for every purchase they make, which enters them into the draw for the weekly prize. The RRA Commissioner General, Ronald Niwenshuti, stated that since the launch of the VAT Reward in March 2024, it has significantly contributed to increased tax collection. For example, in the fiscal year 2023/2024, RRA collected Rwf792.0 billion in VAT. In 2024/2025, this figure rose to Rwf925.8 billion, representing a 21.3% increase. The RRA also surpassed its VAT collection target, achieving 103.8% of the planned amount. “The participation figures and impact of the VAT Reward programme speak for themselves. However, there are still many untapped opportunities. To increase the number of requested invoices and consumer participation, we signed a partnership with AMBI Tech Ltd to provide additional benefits beyond the 10% VAT reward,” said CG Niwenshuti. Patrick Ndahiro, the CEO of AMBI Tech Ltd, said that through Tenga Promo, the goal is to reward behaviour change and the frequency of requesting EBM invoices. Consumers must first register for the VAT Reward by dialling *800# or *562#, and consistently request EBM invoices using their phone numbers. The more VATable invoices a consumer requests using their registered phone number, the more loyalty points they earn. These points correspond to weekly cash prizes ranging from Rwf5,000 to Rwf1,000,000. A total of 1,200 lucky winners can share up to Rwf50,000,000 in cash prizes each month. “One more important point to emphasise is that there is no cost to participate. You do not need to invest any money to win. You simply need to shop and request an EBM invoice with VAT,” Ndahiro added. As of July 13, 2025, over 120,000 consumers had registered for the VAT reward programme. These consumers requested 2.7 million invoices, representing a combined value of Rwf153.6 billion and VAT worth Rwf23.4 billion, resulting in VAT rewards totalling Rwf2.3 billion. The first live Tenga Promo draw will take place on July 30, on Rwanda Television. The issuance of EBM invoices continues to increase significantly, with the number of taxpayers using the electronic invoicing system rising to 147,700, up from 117,631 the previous year. Consumers are encouraged to always request an EBM invoice that matches their purchase and to ensure that the invoice includes the phone number used during Tengamara (VAT reward) registration.
