The recent approval by the Cabinet of a draft law introducing a point-based penalty system for traffic offenses marks a significant step towards enhancing road safety. This system, where drivers accumulate or lose points based on their driving behavior, aims to curb reckless driving and promote responsible road use. Over the years, we have seen a number of road accidents that have claimed lives of many people in Rwanda, and this is a trend that will only grow if we do not become innovative as a country. Therefore, implementing such a system is timely, especially as Rwanda continues to integrate technology into various sectors, including being a continental champion of initiatives like Smart Cities, which envisions using technology to increase the quality of life for citizens. By leveraging technological tools in traffic law enforcement, the country will be able to minimise arbitrary enforcement and ensure that penalties are applied consistently and fairly. Quite often, we have heard motorists complaining of being arbitrarily punished by traffic officers, which claims were unfortunately mostly not backed by any tangible evidence. This approach will therefore not only deter traffic violations but also fosters greater accountability among both drivers and law enforcement officers. Moreover, the adoption of technology in monitoring traffic offenses will lead to more efficient data collection and analysis. This data-driven approach enables authorities to identify patterns, allocate resources effectively, and implement targeted interventions to improve road safety. It's essential for all stakeholders, including drivers, law enforcement agencies, and the general public, to embrace this shift towards a more technologically advanced and transparent system. By doing so, Rwanda can continue to build a road safety culture that prioritizes the well-being of all road users. In conclusion, the integration of technology into traffic law enforcement through the point-based penalty system is a commendable move. It not only addresses the issue of reckless driving but also enhances accountability and transparency within the system. As Rwanda progresses, such initiatives will be pivotal in ensuring safer roads for everyone.
