A cabinet meeting chaired by President Paul Kagame, on January 17, appointed Edward Kadozi as Director General of the Higher Education Council (HEC). He replaces Rose Mukankomeje, who led the council since 2019. Kadozi holds a Ph.D in the political economics of development from the University of Amsterdam, The Netherlands, a master's degree in policy analysis from Tsinghua University, China, and a Bachelors' degree from University of Rwanda. These include Rose Baguma as Head of the Education Policy Department, Adia Umulisa as Head of the Education Sector Planning, Monitoring, and Evaluation Department, Jimmy Christian Byukusenge as Director General of Corporate Services, Esther Shaban Tuyizere as Advisor to the Minister, and Jean Baptiste Doxa Niyihini as Legal Analyst. Rwanda Basic Education Board (REB) Flora Mutezigaju as Deputy Director General. The institution previously had no Deputy Director General. At the National Examination and School Inspection Authority (NESA), Carlene Seconde Umutoni was appointed as Deputy Director General, a first for NESA as well. Provincial Education Coordinators were appointed as follows. Emmanuel Butera as Education Coordinator in Eastern Province, Augustin Uwimana in Northern Province, Christophe Naengiyaremye in Southern Province, Eric Niyongabo in the City of Kigali, and Jean de Dieu Ntaganira in Western Province.
