Information and Communication Technology (ICT) has to be embraced and given priority if Africans, particularly Rwandans are to break the yoke of poverty. ITC is an engine for socioeconomic development and indeed our government has registered tremendous efforts in this area. With ICT, agriculture and businesses will be boosted to achieve the Millennium Development Goals (MDGs) by 2015. With the development of ICT, Rwandans will become job creators rather than job seekers and inevitably people’s standards of living will improve.
