On Wednesday, 25th May 2016, a Cabinet Meeting chaired by President of the Republic, Paul KAGAME, convened in Village Urugwiro. 1. The Cabinet Meeting approved minutes of previous meeting held on 27 April 2016, after some adjustments. 2. The Cabinet Meeting was briefed about the Project Performance Report at the end of the Quarter Three of the Fiscal Year 2015/2016, the Cabinet Meeting provided guidance on improvement of such reports. 3. The Cabinet Meeting approved the paper on streamlining and harmornising fringe benefits for State High Political Leaders and Senior Officials in Public Service. 4. The Cabinet Meeting approved the National Early Childhood Development (ECD) Policy and its Strategic Plan. 5. The Cabinet Meeting approved the following Draft Laws: * Draft Law approving the ratification of the Loan Agreement signed in Kigali, Rwanda on 16 March 2016, between the Republic of Rwanda and the African Development Fund, relating to the loan of Seventeen Million, Five Hundred Thousand Units of Account (UA 17,500,000) for Rusizi III Regional Hydropower Plant Project; * Draft Law approving the ratification of the Grant Agreement signed in Kigali, Rwanda on 11 April 2016, between the Republic of Rwanda and NORDIC Development Fund (NDF), relating to the grant of Four Million, Four Hundred Thousand Euros (€ 4,400,000) for Developing Capacity for Climate Resilient Road Transport Infrastructure. 6. The Cabinet Meeting approved the following Orders: * Presidential Order establishing the special statutes governing employees of the Office of the Auditor General of State Finances; * Prime Ministers Order transferring a 13 ha plot of land located at Gahanga Sector, in Kicukiro District, from the State public domain into its private domain; * Prime Ministers Order determining organisational structures, salaries and fringe benefits for employees of University Teaching Hospital (CHU); * Prime Ministers Order granting deliberate resignation to Ms. MULERWA KAGULIRO Olivia, who was Division Manager/Senior State Attorney in charge of International Justice and Judicial Cooperation in the Ministry of Justice (MINIJUST); * Prime Ministers Order removing from Office Mrs. BAHOZE Sifa who was Director of Administration and Finance Unit at Rwanda Elders Advisory Forum (REAF); * Prime Ministers Order expelling from Public Service Mr. HABIMANA Jean Willy who was Director of Academic Services in Integrated Polytechnic Regional Center (IPRC-East) for deserting work; * Prime Ministers Order granting a leave of absence for non-specific period to Dr. KIMENYI Peter, who was Director of Regional Center for Blood Transfusion/ Kigali in Rwanda Biomedical Center (RBC); * Prime Ministers Order determining the composition, organisation and functioning of the National Health Insurance Council of Rwanda; 7. In AOB: a) The Minister of Gender and Family Promotion informed the Cabinet Meeting that in collaboration with MINALOC, MINISANTE, MINEDUC, MIFOTRA and MINAGRI, an outreach campaign is being organised to respond to the promotion and protection of the rights and welfare of the Rwandan child including the fight against malnutrition, child labor, child school dropouts, teenage pregnancy and the street childrens phenomenon. The campaign was launched in Nyamasheke District on 21st May 2016 and will continue to be conducted in other Districts. b) The Minister of Disaster Management and Refugees Affairs informed the Cabinet Meeting of the disaster occurrences caused by a high rise of rainfall which resulted into floods, landslides and storms in different parts of the country which led to increased losses of peoples lives, infrastructures and enormous property damages. Appropriate response mechanisms to the disaster victims have been provided by the Government of Rwanda, UN agencies, USAID International, local NGOs as well as Private sector. * Rwanda will join the rest of the World to mark the World Refugee Day on June 20th, 2016 under the theme:Refugees are people like anyone else, like you and me. At National level, the World Refugee Day will be celebrated in Kigali. c) The Minister of Agriculture and Animal Resources informed the Cabinet Meeting that: * The 11th Kigali Agricultural Show is scheduled for 13th to 20th June 2016 at Mulindi Showground, Gasabo District in the City of Kigali. This years theme is Invest in Agricultural Innovations for Prosperity; * The 7th General Assembly of the Forum for Agricultural Research in Africa (FARA) and Africa Science Week will be held from 13th -16th June 2016 in Kigali, at the Conference and Exhibition Village; * The International Learning Event organised in collaboration with the Belgian Technical Cooperation (BTC) on farmer-to-farmer extension is planned to be held from 14th -16th June 2016 and will attract 350 professionals in agriculture extension from around the world. d) The Minister of Natural Resources informed the Cabinet Meeting that the National Environment Week is scheduled from 28th May to 5th June 2016 and World Environment Day (WED) celebration on 3rd June 2016 in Gasabo District, in the City of Kigali. This years theme is Join the Race to Increase Resilience to Climate Change. The key activities planned during the National Environment Week include the Official launch of the 4th State of Environment and outlook report, organization of community works, donation of cows and awareness raising on this years theme. e) The CEO-RDB and Cabinet Member informed the Cabinet Meeting of lessons learned from the recently concluded 26th World Economic Forum on Africa that Rwanda hosted from 11th -13th May 2016. The theme for this event was Connecting Africas Resources through Digital Transformation. Like other events that Rwanda has successfully hosted, the recently concluded WEF meeting has been another opportunity to showcase the countrys capability in becoming a MICE hub. The lessons learned will enable our Country to prepare and organise other intermational meetings to be held in Rwanda even more successfully.
