EDITORIAL: Consultation key to policy formulation

Traditionally, Rwanda’s most important period was the Harvest Festival, Umuganura, something akin to the American Thanksgiving Day. But as western civilisation and Christianity took hold, local customs became the first victims. Religious festivals took over but none more prominently that the New Year, a celebration of having braved the challenges of the gone year and ushering in the new one with hope. One is most likely to receive Happy New Year messages than Christmas greetings and nearly everyone is extremely wired at the end of the year. So it does not come as a surprise for the City of Kigali to come out with new set of directives, almost rescinding previous onslaught against noise pollution in the city. The issue here is not noise pollution; it’s about city authorities adopting informed remedies. Today the insurance sector is challenging the city’s arbitrary penalties such as pinning a one million franc fine for every palm tree knocked down by motorists without explaining the logic behind the decision. While many of the measures are taken in good faith – to have a safer, cleaner and more organised environment –, it is important that policies are taken within the broader context of human development, looking at all of the facets of life. ****************************** Merry Christmas! Today, millions of Christians around the country will throng worship places to celebrate the birth of Jesus Christ more than 2000 years ago. They will also join their family and friends to make merry as they thank God for His grace, while others will head to different entertainment spots to have fun. In all this, we urge responsible behaviour and vigilance to ensure continued safety of all. Motorists in particular should avoid reckless driving to prevent loss of life or anything that comes with traffic indiscipline. Christmas is about giving and expressing love; as such, let’s reach out to those who are less privileged and ensure they equally enjoy the day.
