The National Youth Council (NYC) has announced Nyagatare District in the Eastern Province as the best in implementing last year’s youth performance contracts.During the same event that took place in Kigali on Friday, representatives of the council in all the 30 districts also signed the contracts for 2013-2014 fiscal year.These annual contracts, commonly known as imihigo, focused on socio-economic development of the youth in their respective districts."We made sure that we mainstreamed our youth right from the lowest level, in national development programmes; especially fighting poverty through engaging in income generating activities,” said Alexis Musoni, the coordinator of NYC in Nyagatare.Nyagatare District scored 99.44 per cent, despite having been the worst performer during the imihigo for 2011-2012.Bugesera and Rustiro emerged second and third scoring 99.25 percent and 97 per cent respectively. Burera District came forth with 96.09 per cent. The four districts were recognised for the outstanding performance and awarded certificates as well as a laptop and a modem each.Speaking during the event, the Executive Secretary of NYC, Alphonse Nkuranga, commended the best districts calling on other districts to work hard. "We shall continue advocating especially in ensuring that we support you (youth), but coming up with cooperatives to engage in income generating activities is one thing that should be embraced,” he said.He said that youths in the districts should work with those at every level starting with those at the Cell level to ensure that programmes reach all levels.Meanwhile, the last four districts in last year`s youth performance contracts include Nyarugenge with 64.88 per cent followed by Rusizi with 64.81 per cent. The second last was Muhanga district with 50.03 per cent and Huye came last with 47.54 per cent.Also present at the function were lawmakers Philbert Uwiringiyimana and Edouard Bamporiki.
