Just when you thought there could be no more stupidity in the world, a grown #@% man goes and says something not even an animal can think of! While addressing the youth in Kajara County, Ntungamo District on Saturday, the State Minister for Youth and Children Affairs, Hon Ronald Kibule uttered some ignorant and offensive words that left people hungry for his resignation.  "I have talked to the IGP and the police in Kampala to see that if a woman is raped they look at how she was dressed. Most women currently dress poorly especially the youth. If she is dressed poorly and is raped, no one should be arrested,” he was quoted.On the contrary, he wants the Uganda Police to charge indecently dressed rape victims with ‘inviting the crime’. I’d like to think he has a tumor that is eating away at his brain slowly but alas, that is not the case.Who says that? People asked on Facebook. Well, apparently him, and if you think it is some sort of sick joke, you are sadly mistaken. You’d think that the youngest minister in the Ugandan cabinet (he is not even 30 years old yet) and a father of three girls, would understand how kids today follow trends and will don their tiny shorts and hit the beach without a care in the world. Is he saying they are asking to be raped? I never thought I would see a world where a girl gets raped and instead of justice for her, she is taken to court for inviting the crime! Where does this man get the nerve to say something so petty? How he ever got appointed with his pea sized brain is still shocking.I am not advocating for chicks to walk the streets naked but then again, in this day and age, who still fusses about mini-skirts? We can’t all drape ourselves with curtains just because some goon looks at a chick’s thigh, gets an erection and then loses his mind!To confirm his idiocy, the dear minister (and polygamist) included bikinis and tight jeans to his list of indecent attire. So what, we are supposed to swim in our grandmother’s night gowns to avoid getting raped? It is quite unfortunate that these are the leaders of today. He is obviously misleading many men by saying that it is okay for them to go ahead and rape women who put on short skirts. If he can’t see the problem at all, then he suffers from something more dangerous than we think!
