Editor,Until Government decides on exactly when the actual work on the project will start and people would really have to vacate, there should be no restrictions on the owners continuing to till their land.This is in the interest of everyone concerned: Government, the people and those who will be in charge of the project.Leaving the land idle when it could be usefully utilised by its current occupants simply represents an opportunity cost that could also lead to immediate consequencies  such as hunger and other forms of destitution that could be easily avoided.Mwene Kalinda, Kigali, RwandaReaction to the story, "Delays in compensation worry Bugesera residents”, (The New Times, August 19)
