The government has started a process that will see the scrapping of redundant regulations and requirements that impede service delivery in the public service. A taskforce that will review the requirements and guidelines for government regulated services, has been appointed by the Cabinet. "This systematic and involving approach will help the country improve the business environment and ensure straight-forward regulatory requirements across all sectors to enhance efficiency in the public sector,” said Francois Kanimba, the Minister of Trade and Industry during the programme launch on Friday."This exercise is important to ensure citizens and the business community are served in the most effective and efficient manner to achieve our development goals,” Kanimba said.The minister cited delays Rwandans and investors face when getting construction permits, marriage certificates, documents’ notifications or land titles.The three-month exercise dubbed ‘Efficiency for citizens’ will use various communication platforms, including  social media, TVs, radios and the print media, as well as Umuganda and local town hall meetings known as Kubaza bitera kumenya to generate feedback from the public on which of the requirements they think should be scrapped. The Rwanda Development Board (RDB) is heading the taskforce. Tony Nsanganira, the acting chief operating officer of the board, said he is optimistic about the public’s participation in the process."I encourage the public and visitors to Rwanda to give their views on what requirements and policies they find unnecessary.” Stakeholders interviewed by Business Times said the campaign was an opportunity for civil servants to examine themselves on how they have been delivering services.
