Editor,I believe that to be more appropriate, an Onatracom showed remain in the hands of the state, with the City Council remaining a major shareholder.To have a functioning public transport system, you need a forward looking business environment, and political will and laws which the private sector will hardly achieve or a city like Kigali, for a country like Rwanda. Accountability reform is needed, but the state should remain in the business. Well, if they can't, then they cannot do anything.
