Performance contracts could help schools too

Editor,Why isn’t there a Kigali-based school among the best ten in the recently released A’ level? This is a question for which Kigali City Council needs to provide an explanation. It is ironical that upcountry schools continue to trounce their urban counterparts yet the latter are generally better equipped. Since this has now become a routine phenomenon, I suggest that Kigali City Mayor start to sign performance contracts with the city education committee and head teachers. This would instill a sense of urgency and ownership, which is essential in turning the situation around, the same way the contracts (Imihigo) have helped change things in other areas.
