Editor,Allow me to respond to Joseph Rwagatare’s article in The New Times, February, 21, titled "of a Citizens’ charter, corruption and change of attitudes”. This article, just like many others by Joseph Rwagatare is an accurate narration of the facts about the matter. Much may be expected from the Charter, but again, one should wonder whether people’s attitudes are going to be changed by the Charter. This is because these attitudes, in the first place, are the reason why service delivery is poor in some sectors.Maxon J. KasumbaNew York
