Involve workers union in deliberating on salary increment

The recent  move to increase salaries among government workers from July this year is indeed a welcome development. As the minister of public service and labour, Anastase Murekezi, pointed out, the salary increase was necessary, "because there is an erosion of purchasing power ever since (the current) salaries were set in 2006. Personally, I think the increment was long overdue. However, I would encourage the ministry to listen to the concerns of the government workers before the salary increment is effected. This is in order to establish a fair and effective method that take into account rewarding strong work performance based on the market realities. We would never foretell the level of inflation or value of the franc in five years time. Yet there is already an agreement to effect the salary increment for those five years. Why not base it on  a year by year based on the state of the economy, say next year?
